What You’ll Do

As a Senior Procurement Manager, you will be responsible for managing a team to monitor Rural King purchases, services, and construction / maintenance agreements to ensure that they are delivered and managed appropriately, and all technical and contractual obligations are met. This position will also strategize to find cost-effective deals and suppliers while discovering ways to cut expenses to ensure Rural King can continue to invest in growth and people.

  • Collaborate with various departments to develop adequate specifications, scope of work, and proper descriptions of any needed commodity or service.
  • Select appropriate type of bid/contract and schedule to deliver maximum advantage.
  • Manage third-party services include utility contracts, trash services, and all other third-party vendors.
  • Partner with the legal team on vendor contract review and negotiations.
  • Lead procurement strategy to drive efficiency and cost control.
  • Provide ongoing strategic partnership with business development to focus on new store openings.
  • Develop any necessary solicitation documents, including Invitation for Bid, Request for Quotation, Request for Proposal, Request for Qualifications, and contracts with standard and additional terms and condition.
  • Track and report key functional metrics to reduce expenses and improve effectiveness.
  • Review vendor contracts or develop Rural King contracts that include performance requirements, termination clauses, payment terms, insurance and bonding requirements, prevailing wage, and general conditions.
  • Design and implement a Contract Management Program and implement revised contract policy and procedures.
  • Review and approve purchase order requisitions.
  • Provide training and guidance to procurement staff.
  • Maintain metrics of savings realized for the company from procurement.
  • Provide risk assessment of all contracts and determine insurance requirements as well as other terms and conditions.
  • Provide guidance to cross-functional teams which include all departments, the corporate attorney, and others Rural King associates.
  • Lead contract negotiations and monitor compliance with all relevant policies.
  • Develop contracts, including formal, short-form, and annual contracts by drafting, evaluating, and negotiating contract terms.
  • Serve as the point of contact for end users and vendors on contractual matters, ensuring timely review and reconciliation of variations.
  • Design and implement a corporate procurement policy and procedures.
  • Maintain a program for the maintenance of contractual records and documentation and controls the correspondence, information sheets, contractual changes, status reports, and other documents for all contracts/projects.
  • Schedule and manage contracts through need identification, pre-bidding, pre-contract, post-award, performance, and close out.
  • Audit contracts with set procedures and advise of any issues or concerns.

Essential Qualities for Success 

  • At least 5 years of procurement experience or equivalent combination of experience and education.
  • Experience in procurement preferably in a private or public purchasing and contract environment.
  • Excellent verbal and written communication skills to convey ideas, instructions, and information clearly and concisely.
  • Strong decision-making and problem-solving skills to address challenges and make effective leadership decisions.
  • Experience in negotiating favorable pricing and terms with suppliers to optimize procurement processes.
  • Proficiency in time management, including the ability to effectively plan, schedule, and allocate resources to meet objectives.
  • Demonstrated preference for working in a structured and organized environment, with a track record of effectively following processes and procedures.
  • Ability to think strategically.
  • Demonstrated ability to prioritize tasks, meet deadlines, and maintain a high level of attention to detail.
  • Strong problem-solving skills to quickly identify and address issues, minimizing potential delays or disruptions.
  • Demonstrated behaviors must reflect integrity, professionalism, and confidentiality.
  • Certifications: CFCM, CPSM, CPPO or CPPB, CPM preferred.
  • Proficiency with Microsoft Office Suite or related software.
  • Working knowledge of Microsoft Office Suite.

  • Ability to maintain a seated or standing position for extended durations.
  • Capability to lift 15 pounds periodically.
  • Able to navigate and access all facilities.
  • Skill to effectively communicate verbally with others, both in-person and via electronic devices.
  • Close vision for computer-related activities.
